The short answer in 30 seconds

Cyprus has been a member of the European Union for many years. For you, Austria is therefore open without a visa and without a permit. You can work, study, start a company or invest in Vienna. What matters is registering your address and obtaining the registration certificate. This guide shows you how.

Your status as a Cypriot citizen

You are an EU citizen. You may stay in Austria for three months without any further conditions. For a longer stay, you need to meet one of these requirements:

  • gainful activity in Austria, as an employee or self-employed, or
  • sufficient means of subsistence and comprehensive health insurance cover, or
  • education or training, combined with sufficient funds and health insurance.

After five years of lawful and continuous residence, you acquire the right of permanent residence. More: Permanent residence.

Entry and where to apply

You enter with your passport or identity card. There is no need to apply at the embassy. You complete the steps in Austria:

Step Deadline Office
Register your residence (Meldezettel) within three days Registration office (Meldebehörde)
Registration certificate within four months of entry in Vienna: MA 35, “EEA” unit (Referat „EWR“)

You apply in person. You need a valid identity document and proof of the purpose of your stay, such as a confirmation from your employer, a tax number or proof of funds and insurance. The fee is €44.

Family members who are not EU citizens receive a residence card (Aufenthaltskarte) on application.

In Cyprus, Austria is represented by the Austrian Embassy in Nicosia.

Working in Austria

Workers from EU countries have free access to the Austrian labour market. You do not need any authorisation from the labour market authorities and you work on the same terms as Austrians. Your employer registers you with social insurance. oesterreich.gv.at offers a practical checklist for EU citizens.

The Red-White-Red Card (Rot-Weiß-Rot-Karte) and the EU Blue Card are aimed at third-country nationals. You do not need them.

Studying in Austria

You do not need a student residence permit. For the registration certificate, what counts is your education, sufficient funds and health insurance.

At public universities, EU citizens only pay tuition fees of €363.36 per semester if they exceed the standard duration of study by more than two semesters.

Starting a company and investing

You may register and carry on a trade just like Austrians, unless the activity is reserved for Austrian nationals. You do not need a residence permit as a founder. For regulated trades, the provincial governor (Landeshauptmann) can recognise your Cypriot qualification or experience as a certificate of competence (Befähigungsnachweis).

For the registration certificate, a tax number or an extract from the trade register, for example, is sufficient proof of self-employment. On the legal form: Founding a GmbH or FlexCo. Cypriot companies that want to do business in Austria should read Branch office. For pure capital investments: Investing in Austria without relocating and Entrepreneurs and investors.

The national investment promotion agency, the Austrian Business Agency, helps international companies set up in Austria.

Property

Citizens of EU countries are treated the same as Austrians when acquiring property. You do not need approval under the rules on property acquisition by foreigners. More: Buying property as a foreigner.

Tax and social security

Topic Cyprus – Austria
Double taxation agreement Yes, signed on 20/03/1990; it is covered by the Multilateral Instrument. BMF list
Social security EU coordination under Regulation (EC) No 883/2004 (Ministry of Social Affairs)

Under European social security law, you are compulsorily insured in only one country, usually where you actually work. If you keep your Cypriot company and move to Vienna, you should clarify the tax consequences with a tax firm beforehand.

Qualifications and driving licence

Qualifications: The advice centres for people with qualifications obtained abroad (Anlaufstellen) offer free advice in several languages on the recognition of your qualification.

Driving licence: Your Cypriot driving licence remains valid in Austria. You can exchange it voluntarily. You may use a vehicle with foreign number plates for a maximum of one month after establishing your main residence.

Business links between Cyprus and Austria
