The short answer in 30 seconds
- As a Swedish citizen, you do not need a visa or a residence permit. You enjoy freedom of movement (Freizügigkeit).
- If you stay longer than three months, you apply for a registration certificate (Anmeldebescheinigung, €44) within four months of entry.
- You have free access to the labour market. You do not need a work permit.
- When buying property, you are treated the same as Austrians.
- Your Swedish driving licence remains valid.
Sweden and Austria are both members of the European Union. For you, moving to Vienna is therefore mainly a matter of organisation. You register your address, register your stay and can start working, studying or running a company straight away. This guide shows you the most important steps and the official offices involved.
Your status as a Swedish citizen
You are an EU citizen. You may enter without a visa and stay for up to three months. For a longer stay, the right of residence under EU law applies. One of the following must be true:
- you work in Austria as an employee or are self-employed, or
- you have sufficient means of subsistence and comprehensive health insurance cover, or
- you are in education or training and have sufficient funds and health insurance.
After five years of lawful and continuous residence, you acquire the right of permanent residence. On application, you receive a certificate confirming it. More: Permanent residence.
Entry and where to apply
You do not need to apply at the embassy. You handle everything in Austria:
| Step | Deadline | Office |
|---|---|---|
| Register your residence (Meldezettel) | within three days | Registration office (Meldebehörde) |
| Registration certificate | within four months of entry | in Vienna: MA 35, “EEA” unit (Referat „EWR“) |
You apply in person. You need a valid passport or identity card and supporting evidence, such as a confirmation from your employer, a tax number or an extract from the trade register. The fee is €44.
Family members who are not EU citizens themselves receive a residence card (Aufenthaltskarte) on application.
The Austrian Embassy in Stockholm can also provide general information.
Working in Austria
Workers from EU countries have free access to the Austrian labour market. You work on the same terms as Austrians. Your employer registers you with social insurance. oesterreich.gv.at offers a checklist for starting work.
You do not need the Red-White-Red Card (Rot-Weiß-Rot-Karte) or the EU Blue Card. They are intended only for third-country nationals.
Studying in Austria
You do not need a student residence permit. For the registration certificate, what counts is your education, sufficient funds and health insurance.
At public universities, EU citizens only pay tuition fees of €363.36 per semester if they exceed the standard duration of study by more than two semesters.
Starting a company and investing
You can work as a self-employed person in Austria or found a company without a residence permit of your own. For the registration certificate, a tax number or an extract from the trade register, for example, is sufficient proof of self-employment.
You may register and carry on a trade just like Austrians, unless the activity is reserved for Austrian nationals. For regulated trades, the provincial governor (Landeshauptmann) can recognise your foreign qualification or professional experience as a certificate of competence (Befähigungsnachweis).
You choose the legal form according to your plans. For an overview, see Founding a GmbH or FlexCo and Branch office. A Swedish company can also open a branch office (Zweigniederlassung) in Vienna. If you only want to invest capital, read Investing in Austria without relocating.
The national investment promotion agency, the Austrian Business Agency, helps international companies set up in Austria.
Property
As a citizen of an EU country, you are treated the same as Austrians when acquiring property. You do not need official approval under the rules on property acquisition by foreigners. More: Buying property as a foreigner.
Tax and social security
| Topic | Sweden – Austria |
|---|---|
| Double taxation agreement | Yes. The agreement was last amended by a protocol (adopted by the National Council in 2007). Current version: BMF list |
| Social security | EU coordination under Regulation (EC) No 883/2004 (Ministry of Social Affairs – overview of agreements) |
Under European social security law, you are compulsorily insured in only one country, usually where you actually work. For your personal tax situation, we recommend advice from a tax firm.
Qualifications and driving licence
Qualifications: For the recognition of Swedish qualifications, the advice centres for people with qualifications obtained abroad (Anlaufstellen) offer free advice in several languages. They are located in Vienna, Linz, Graz and Innsbruck.
Driving licence: A Swedish driving licence remains valid in Austria. You can exchange it voluntarily. You may use a car with Swedish number plates for a maximum of one month after establishing your main residence. After that, you need Austrian registration.
